Editor's Note: The New Smyrna Beach City Commission meets 6:30 tonight at City Hall to discuss the possible sale of the Angler's Club waterfront property on the North Causeway that has become a tug of war between citizens and the private organization as to the net worth of the acreage that was consumated in the mid-1940s with a 99-year lease with the city for the public-owned property for a paltry sum. NSBNEWS.net has posted blogger Palmer Wilson's take on the issue here on the home page as well as his customary spot on the Opinion page because ogf the importance of the issue. NSBNEWS.net has not taken a stand on the issue either way.

Well I see it is August and time for the City Commission to sneak things through on a packed agenda when most of the citizens are on vacation or just out of town. If you wade halfway through the 417 pages of the Aug. 10 agenda you will find a ridiculously low-ball offer from the Angler’s Club to buy the property that has been the center of debate for over 18 months.

The bright lights from the Florida East Coast Railraod train, shown in these two photos, shows through the darkness of night as it sits idled on the tracks on Indian River Boulevard early Monday after striking and killing a pedestrian on the tracks.

EDGEWATER -- A 34-year-old city man was killed early Monday after he was struck by a Florida East Coast Railroad freight train on the tracks in the vicinity of State Road 442, also known as Indian River Boulevard, Edgewater police said.

NSB's Planning Debacle

City Manager Pam Brangaccio spoke frankly with NSBNEWS.net immediately after the July 7 hearing with the Florida Department of Community Affairs in Tallahassee, but unable to answer why the city's planning department under the direction of department head Mark Rakowski (above) and (at left) chief planner Chad Lingenfelter, who worked under him and then continued alone after Rakowski's job was eliminated in December, dropped the ball on final paperwork on  land-use zoning amendments, dating back five years (see attachment for example of the transmittal forms). This fiasco, dating back to when Rakowski was promoted, has grounded 72 community projects a Wal-Mart-anchored shopping center and a 112-room hotel Flagler Avenue.  Lingenfelter has continued in his role  to this day despite calls from the mayor to have him fired .

NEW SMYRNA BEACH -- Mayor Adam Barringer makes no bones about it: He wants the two city planners identified by the city manager as being culpable for the city's five-year backlog of projects held accountable.

"This borders on criminal," the mayor, who has been in office less than eight months, said Wednesday as he deals with perhaps the biggest crisis in this city's history.

The city's artificial Christmas tree was put up Tuesday and taken down Wednesday amid a political firestorm in which some candidates for political office questioned the timing of such a display on the eve of the Sept. 22 primary. City officials say it was simply a "dry run" and "apolitical."

NEW SMYRNA BEACH -- Liz Yancey, the city's director of parks and recreation, reiterated what Interim City Manager Pam Brangaccio said in a memo regarding the artificial Christmas tree being installed Tuesday and taken down the next day in advance of the upcoming primary: "It was a dry run."

NSB ELECTIONS

NSBNEWS.net video and photos by Sera Frederick. Between four and six city workers spent all day Tuesday putting up the $9,000 artificial Christmas tree purchased with tax dollars by the Community Redevelopment Agency at the eastern-most end of Canal Street just a couple feet from the riverbank. The tree went up less than a week after the City Commission voted unanimously to tentatively go with the rolled-back rate of $3.7 per $1,000 to finance the $21 million budget for the upcoming fiscal year, which meant no raises for city employees, the elimination of five open police officer positions and severe cutbacks in capital improvements. Yet the Community Redevelopment Agency was allowed to spend $9,000 this spring to purchase the artificial tree, which has become a lightning rod in this primary election about spending priorities.

Neither Barringer nor several other members of the Angler's in attendance that night addressed the commission as attorneys for both sides spoke about the repercussions of litigation should the city try and invalidate a 99-year lease the club signed with the city in 1944 for exclusive rights to prime riverfront acreage on the North Causeway for $25 annually. The commission that night voted 4-1 to negotiate with the Angler's on a revised lease.
